Georgia Secretary of State Karen Handel and Representative Katie Dempsey joined Governor Sonny Perdue as he signed House Bill 1104, a bill to strengthen Georgia’s Charitable Solicitations Act.
“This legislation provides common sense changes that will help better protect Georgia citizens from fraud, ease administrative burdens on charities, and does more to stop dishonest solicitors from operating in our state,” Secretary Handel said.
House Bill 1104 will increase the transparency of financial arrangements between a charity and its paid solicitor and require paid solicitors to inform the person being solicited that the contract disclosing the financial arrangements between the paid solicitor and the charity is available from the Georgia Secretary of State.
The legislation ensures that the Secretary of State has jurisdiction over charitable solicitors acting on behalf of a charity located in Georgia which is soliciting contributions from outside the state, over solicitation originating in Georgia, and over out-of-state charities soliciting Georgia citizens.
HB 1104 was introduced by Representative Katie Dempsey and passed the House chamber 148-1. Senator Judson Hill of Marietta carried the bill in the Senate. The bill passed the Senate by a vote of 49-0.
Karen Handel was sworn in as Secretary of State in January 2007. The Secretary of State's office offers important services to our citizens and our business community. Among the office’s wide-ranging responsibilities, the Secretary of State is charged with conducting efficient and secure elections, the registration of corporations, and the regulation of securities and professional license holders. The office also oversees the Georgia Archives and the Capitol Museum.

Governor Perdue Announces Hands On Challenge Grants
Governor Sonny Perdue announced today the availability of $115,000 in funding to communities interested in implementing or expanding volunteer programming in their local cities and towns.
“In the three years the Hands On Georgia State Challenge Grants have been offered, I have been pleased with the innovative ways in which Georgia’s communities have used the funding to implement engaging and accessible volunteer opportunities,” said Governor Sonny Perdue.
“Across the state, local communities face daily challenges to meet the needs of their citizens. This funding allows community leaders to offer viable solutions to fulfill those needs.”
Hands On Georgia and The Georgia Department of Community Affairs jointly distribute the grants to local governments that partner with community agencies with plans to engage volunteers in service.
The available funding represents the second round of grants made available to Georgia communities. The first round of grants totaling nearly $85,000 was awarded in November at the Georgia Summit on Volunteerism. The grant requires each recipient to match the grant award with locally raised funds, dollar for dollar, bringing the total leveraged amount of statewide community funding to $400,000.
Hands On Georgia Challenge Grants totaling $400,000 were awarded to 25 communities in the past three years. Cities receiving grants include: Athens; Atlanta; Columbus; Dalton; Eatonton; Harlem; Macon; Milledgeville; Reidsville; Rome; Savannah; Tifton and Statesboro. County-wide grants have been awarded to: Cook County; Cordele/Crisp County; Dodge County; Dooly County; Fannin County; Forsyth County; Glynn and McIntosh Counties; Newton County; Thomas County; Wayne County and Webster County.
Hands On Georgia is a statewide network that supports innovative volunteer approaches to meeting Georgia’s critical needs. The program calls upon the citizens of Georgia to help tackle tough issues in our state through volunteer service and engaged citizenship.
Hands On Georgia currently has 19 affiliates in the communities of Adairsville, Athens, Atlanta, Coastal Georgia (Glynn and McIntosh Counties), Columbus, Dalton, Dooly County, Forsyth County, Harlem, Hall County, Liberty County, Macon, Milledgeville, Newton County, Rome/Floyd County, Savannah, Statesboro, Thomas County and Wayne County.

Governor Perdue Recognizes Hunters for the Hungry Program
Today Governor Sonny Perdue recognized the Georgia Hunters for the Hungry program and the success of the multi-agency initiative by serving the millionth meal to those in need at the Community Concerns Outreach Center in Atlanta.
“The success of the Georgia Hunters for the Hungry program is evidence of what can be accomplished when our state agencies and nonprofit organizations work together,” said Governor Perdue. “Serving the millionth meal this holiday season reminds us all of the importance of giving to those in need by donating to our state food banks. It is our hope that through the continued success of this program, millions more protein-rich meals will be served to Georgians in need.”
Ground venison prepared in the form of chili, lasagna and burgers, donated and processed through the Georgia Hunters for the Hungry program, has become a holiday staple on the menu of Georgia’s food banks for the past 15 years. Representatives from the Georgia Department of Natural Resources (DNR), the Georgia State Association of Food Banks, the Georgia Wildlife Federation (GWF) and the Georgia Department of Agriculture (GDA) were on hand to celebrate this millionth meal milestone.
The Georgia Hunters for the Hungry (GHFTH) program begins each September at the opening of deer season, offering hunters across the state an opportunity to donate low-fat, low-cholesterol venison to benefit those in need. Participating processors collect and prepare the highly nutritious venison for statewide distribution through the Georgia State Association of Food Banks.
DNR’s Wildlife Resources Division (WRD), along with the Georgia Department of Corrections, Georgia Department of Agriculture, Georgia Wildlife Federation and the Georgia State Association of Food Banks sponsor the GFHTH program, providing hunters of all ages a unique opportunity to utilize their hunting skills to benefit others.
This season’s collection opportunities are ongoing and hunters can continue to make donations through Jan. 1, 2008. The following eight locations will accept donations through the first of the year:

Over the past 15 years, participation has steadily increased, and since 1993 hunters have donated more than 7,000 deer, totaling more than 200,000 pounds of ground venison.
